iContact is a full-service email blast provider, but they do so at a reduced price. The stock photos are good, and the graphical editing tool can handle most common tasks. It provides a good set of basic spell-checking capabilities. It has a spam filter built in. You have the ability to send test messages. I was able to generate all of the segments I required in order to target only the residents I required. There are mobile and PC preview alternatives that are reasonably accurate.
